স্বাধীন বাংলাদেশের ইতিহাসে প্রথমবারের মতো অনলাইন মাধ্যমে তথা ভার্চুয়ালি জাতীয় অর্থনৈতিক পরিষদের নির্বাহী কমিটির (একনেক) সভা অনুষ্ঠিত হয়েছে। করোনার সংক্রমণ ঠেকাতে সামাজিক দূরত্বের শর্ত মানতেই এই পদ্ধতিতে সভা অনুষ্ঠিত হলো।
গত ২৬ মার্চ থেকে শুরু হওয়া সরকার ঘোষিত সাধারণ ছুটি ৩০ মে বাতিলের পর এই প্রথম মঙ্গলবার (২ জুন) রাজধানীর শেরেবাংলা নগরের এনইসি সম্মেলন কক্ষে একনেক সভা অনুষ্ঠিত হয়েছে। একনেক চেয়ারপারসন ও প্রধানমন্ত্রী শেখ হাসিনা গণভবন থেকে ভিডিও কনফারেন্সের মাধ্যমে এই সভায় যোগ দিয়েছেন।
মঙ্গলবার (০২ জুন) একনেক সভা শেষে এক ব্রিফিংয়ে পরিকল্পনা মন্ত্রী এম এ মান্নান এসব তথ্য নিশ্চিত করেছেন।
পরিকল্পনামন্ত্রী এম এ মান্নান জানান, দেশের ইতিহাসে প্রথম ভার্চুয়াল জাতীয় অর্থনৈতিক পরিষদের নির্বাহী কমিটির (একনেক) সভায় ১৬ হাজার ২৭৬ কোটি ৩ লাখ টাকা খরচে ১০টি প্রকল্প অনুমোদন দেওয়া হয়েছে। অনুমোদিত টাকার মধ্যে বাংলাদেশ সরকার দেবে ১৪ হাজার ৪০১ কোটি ৫২ লাখ এবং বৈদেশিক ঋণ ১ হাজার ৮৮১ কোটি ৯৭ লাখ টাকা।
অনুমোদিত প্রকল্পগুলোর মধ্যে রয়েছে- পানিসম্পদ মন্ত্রণালয়ের ‘সাতক্ষীরা জেলার পোল্ডার ১, ২, ৬-৮, এবং ৬-৮ (এক্সটেনশন) এর নিষ্কাশন ব্যবস্থার উন্নয়ন’ এবং স্থানীয় সরকার, পল্লী উন্নয়ন ও সমবায় মন্ত্রণালয়ের ‘দাশেরকান্দি পয়ঃশোধনাগার (প্রথম সংশোধিত)’ প্রকল্প। প্রাথমিক ও গণশিক্ষা মন্ত্রণালয়ের ‘প্রাথমিক শিক্ষার জন্য উপবৃত্তি প্রকল্প (তৃতীয় পর্যায়)’ প্রকল্প। স্বাস্থ্য ও পরিবারকল্যাণ মন্ত্রণালয়ের দুটি প্রকল্প যথাক্রমে ‘কোভিড-১৯ এমার্জেন্সি রেসপন্স অ্যান্ড প্যান্ডামিক প্রিপেয়ার্ডনেস’ প্রকল্প ও ‘কোভিড-১৯ রেসপন্স এমার্জেন্সি অ্যাসিস্ট্যান্স’ প্রকল্প। ধর্ম বিষয়ক মন্ত্রণালয়ের ‘মসজিদভিত্তিক শিশু ও গণশিক্ষা কার্যক্রম (সপ্তম পর্যায়)’ প্রকল্প। বিদ্যুৎ, জ্বালানি খনিজ সম্পদ মন্ত্রণালয়ের দুটি প্রকল্প যথাক্রমে ‘শতভাগ পল্লী বিদ্যুদায়নের জন্য বিতরণ নেটওয়ার্ক সম্প্রসারণ (রাজশাহী, রংপুর, খুলনা ও বরিশাল বিভাগ) (প্রথম সংশোধিত)’ প্রকল্প ও ‘শতভাগ পল্লী বিদ্যুতায়নের জন্য বিতরণ নেটওয়ার্ক সম্প্রসারণ (ঢাকা, ময়মনসিংহ, চট্টগ্রাম ও সিলেট বিভাগ) (প্রথম সংশোধিত)’ প্রকল্প; কৃষি মন্ত্রণালয়ের দুটি প্রকল্প যথাক্রমে ‘কৃষি যন্ত্রপাতি ও লাগসই প্রযুক্তি উদ্ভাবনের মাধ্যমে ফসল উৎপাদন ব্যবস্থাকে অধিকতর লাভজনক করা’ প্রকল্প ও ‘মানসম্পন্ন মশলা বীজ উৎপাদন, প্রক্রিয়াজাতকরণ ও বিতরণ’ প্রকল্প।
উল্লেখ্য, মঙ্গলবার (২ জুন) সকাল সাড়ে ১০টায় গণভবনের সঙ্গে সংযুক্ত হয়ে ভিডিও কনফারেন্সিংয়ের মাধ্যমে এনইসি সম্মেলন কক্ষে প্রধানমন্ত্রী শেখ হাসিনার সভাপতিত্বে একনেক সভা অনুষ্ঠিত হয়। এটি দেশের ইতিহাসে প্রথম ভার্চুয়াল এবং করোনাকালীন সাধারণ ছুটির পর প্রথম সভা।
