নিজস্ব প্রতিবেদক : আজ বুধবার (১০ জুন) একাদশ জাতীয় সংসদের বাজেট অধিবেশন শুরু হচ্ছে। সংসদে বাজেট পেশের ইতিহাসে এবার সম্পূর্ণ ভিন্ন পরিস্থিতিতে এ অষ্টম অধিবেশন শুরু হচ্ছে। বুধবার বিকাল ৫টায় স্পিকার ড. শিরীন শারমিন চৌধুরীর সভাপতিত্বে এ অধিবেশন শুরু হবে।
করোনা পরিস্থিতিতে সংসদ সচিবালয় থেকে এবার সম্পূর্ণ নতুনভাবে এমনকি অনেক ক্ষেত্রে বিধি নিষেধ ও কড়াকড়ি আরোপ করে বাজেট অধিবেশন পরিচালনার সিদ্ধান্ত নেওয়া হয়েছে।
এর মধ্যে গণমাধ্যমকর্মীদের সংসদে না গিয়ে সংসদ বাংলাদেশ টেলিভিশন থেকে বাজেট অধবেশনের সংবাদ সংগ্রহ করার পরামর্শ দেওয়া হয়েছে। করোনা পরিস্থিতিতে স্বাস্থ্য ঝুঁকির বিবেচনায় বাজেট উত্থাপনের দিন বিভিন্ন দেশের কূটনীতিক, রাষ্ট্রের গুরুত্বপূর্ণ ব্যক্তিবর্গকে বাজেট প্রত্যক্ষ করার আমন্ত্রণ জানানো হয়নি।
করোনা পরিস্থিতির কারণে এবার বাজেট অধিবেশনে সংসদ সদস্যদের উপস্থিতিও সীমিত করা হয়েছে। ৩৫০ জন সংসদ সদস্যের মধ্যে তালিকা করে ৮০-৯০ জনকে অধিবেশনে যোগদানের জন্য বলা হবে। এরই মধ্যে তালিকা করে হুইপদের পক্ষ থেকে ওই সব সংসদ সদস্যকে বৈঠকে যোগদানের জন্য আমন্ত্রণ জানানো হয়েছে। যারা একটু বয়স্ক তাদের আসতে নিরুৎসাহিত করা হয়েছে।
অধিবেশন পরিচালনার জন্য সংসদ সচিবালয়ের কর্মকর্তা-কর্মচারীদের আসাও সীমিত করা হয়েছে। শুধু যাদের প্রয়োজন হবে তারাই আসবেন। আর যেসব কর্মকর্তা-কর্মচারী করোনা পজিটিভ তাদের কোয়ারেন্টিনে রাখা হবে।
করোনা সংক্রমণ রোধে সংসদে আসন বিন্যাসেও পরিবর্তন আনা হয়েছে। সেক্ষেত্রে প্রধানমন্ত্রীর আশপাশের বেশ কয়েকটি আসন ফাঁকা রাখা হবে।
একইভাবে অন্যদের আসনও ফাঁকা রেখে বিন্যাস করা হবে। সংসদে যোগদানকারী সংসদ সদস্যদের অবশ্যই স্বাস্থ্যবিধি প্রতিপালন করতে হবে। প্রত্যেকের মাস্ক পরা বাধ্যতামূলক। এছাড়া টানেলের ভেতর স্থাপন করা জীবাণুমক্তকরণ চেম্বারের ভেতর দিয়ে সব সংসদ সদস্য ও সংসদ সচিবালয়ের কর্মকর্তা কর্মচারীদের প্রবেশ করতে হবে।
এছাড়া করোনা পরিস্থিতির কারণে এবার বাজেট অধিবেশন খুবই সংক্ষিপ্ত করার পরিকল্পনা নেওয়া হয়েছে। জানা গেছে ১২ কার্যদিবস চলবে এবারের অধিবেশন। এরইমধ্যে বাজেট অধিবেশন নিয়ে সংসদ সচিবালয় একটি সূচি তৈরি করা হয়েছে।
১১ জুন অর্থমন্ত্রী আ হ ম মুস্তফা কামাল বিকাল ৩টায় ২০২০-২১ অর্থবছরের বাজেট উত্থাপন করবেন। এবারের বাজেটের আকার হতে পারে ৫ লাখ ৬০ হাজায় কোটি টাকারও বেশি। বাজেট পেশের পর ১২ ও ১৩ জুন সাপ্তাহিক ছুটি অধিবেশনের মুলতবি থাকবে। ১৪ ও ১৫ জুন ২০১৯-২০২০ অর্থ বছরের সম্পূরক বাজেটের ওপর আলোচনা এবং সম্পূরক বাজেট পাস করা হতে পারে।
১৬ জুন প্রস্তাবিত (২০২০-২০২১ অর্থ বছরের) সাধারণ বাজেটের ওপর আলোচনা শুরু হবে। ২৯ জুন সোমবার বাজেটের ওপর সমাপনী আলোচনা হবে। এদিনই পাস হবে অর্থবিল। ৩০ জুন মূল বাজেট ও নির্দিষ্টকরণ বিল পাস করা হবে। ক্যালেন্ডার অনুযায়ী, অধিবেশন শুরু ও বাজেট পেশের দিন ছাড়া প্রতিদিন সকাল সাড়ে ১০টায় সংসদের বৈঠক শুরু করে একটানা দুপুর দেড়টা পর্যন্ত চালানোর কথা রয়েছে।
