জাতিসংঘে নিযুক্ত বিভিন্ন দেশের রাষ্ট্রদূতদের জন্য আয়োজিত এক ব্রিফিংয়ে একথা তুলে ধরেন জাতিসংঘে বাংলাদেশের স্থায়ী প্রতিনিধি ও রাষ্ট্রদূত রাবাব ফাতিমা।
বাসস জানায়, ‘সমুদ্রতলের সম্পদে টেকসই উন্নয়ন ঘটিয়ে প্রাপ্ত সুবিধার ন্যায়সঙ্গত বণ্টন: স্বল্পোন্নত, ভূ-বেষ্টিত স্বল্পোন্নত এবং উন্নয়নশীল ক্ষুদ্র দ্বীপ-রাষ্ট্রসমূহের সুযোগ’ শীর্ষক এই ব্রিফিংটি বৃহস্পতিবার অনুষ্ঠিত হয়।
সমুদ্র-তলদেশ বিষয়ক আন্তর্জাতিক কর্তৃপক্ষ এবং স্বল্পোন্নত, ভূ-বেষ্টিত স্বল্পোন্নত ও ক্ষুদ্র দ্বীপ-রাষ্ট্রসমূহের জোটের সভাপতিগণ এই ব্রিফিংয়ের আয়োজন করেন।
উচ্চ পর্যায়ের এই ইভেন্টটিতে গভীর সমুদ্রে খনন নিয়ন্ত্রণ বিষয়ক আইনগত কাঠামোর উন্নয়ন, খনিজসম্পদ অনুসন্ধানের জন্য চুক্তিবদ্ধকরণ এবং বিশেষ করে টেকসই উন্নয়ন লক্ষ্য অর্জনে স্বল্পোন্নত, ভূ-বেষ্টিত স্বল্পোন্নত ও ক্ষুদ্র দ্বীপ-রাষ্ট্রসমূহের প্রয়োজনীয় চাহিদা মেটাতে পারে এমন সক্ষমতা বিনির্মাণে সংস্থাটি যেসব পদক্ষেপ বাস্তবায়ন করছে তা সদস্য দেশসমূহের সামনে তুলে ধরেন আন্তর্জাতিক সমুদ্র-তলদেশ কর্তৃপক্ষের সেক্রেটারি-জেনারেল মাইকেল ডব্লিউ লজসহ ব্রিফটির অন্যান্য প্যানেলিস্টরা।
রাষ্ট্রদূত ফাতিমা বলেন, বাংলাদেশ সমুদ্র-সম্পদের পূর্ণ সম্ভাবনাকে কাজে লাগানোর বিষয়টিতে অগ্রাধিকার দিচ্ছে। আর সুনীল অর্থনীতি এক্ষেত্রে নতুন দিগন্তের সূচনা করেছে।
সক্ষমতা বিনির্মাণ, জ্ঞান বিনিময়, বিশেষ করে প্রশিক্ষণ, বিকল্প কারিগরি কর্মী তৈরি, গবেষণা ও অধ্যয়নের সুযোগ সৃষ্টিসহ এ বিষয়ে উন্নয়নশীল দেশগুলো যাতে সহযোগিতা পায় তার প্রয়োজনীয়তার ওপর জোর দেন তিনি।
উন্নয়নশীল দেশগুলো যাতে সমুদ্র-সম্পদ আহরণ করে তাদের কাজে লাগাতে পারে সে লক্ষ্যে বিনিয়োগের প্রয়োজনীয়তার কথাও উল্লেখ করেন বাংলাদেশের স্থায়ী প্রতিনিধি। তিনি সংস্থাটির সঙ্গে ঘনিষ্ঠভাবে কাজ করার জন্য বাংলাদেশের প্রতিশ্রুতি পুনর্ব্যক্ত করেন।
