অনুসন্ধান নিউজ ডেস্ক : বিভিন্ন প্রকল্পের নামে বিদেশে যাওয়া সরকারি কর্মকর্তাদের জন্য নতুন কিছু নয়। তবে মাঝে মধ্যেই ভিন্নধর্মী কিছু কারণে তাদের বিদেশ যাওয়ার উদ্যোগ আলোচনায় আসে। এবার সরকারি অন্তত এক হাজার কর্মকর্তাকে খিচুড়ি রান্না শিখতে বিদেশ পাঠানোর উদ্যোগ ফের আলোচনার জন্ম দিয়েছে। এর জন্য ব্যয় ধরা হয়েছে পাঁচ কোটি টাকা।
জানা গেছে, এক হাজার সরকারি কর্মকর্তাকে খিচুড়ি রান্না শিখতে বা অভিজ্ঞতা অর্জন করতে বিদেশে পাঠানোর প্রস্তাব করেছে প্রাথমিক শিক্ষা অধিদপ্তর (ডিপিই)। পরিকল্পনা কমিশন থেকে এর অনুমোদন পাওয়ার চেষ্টা করছে অধিদপ্তর। স্কুল ফিডিং কর্মসূচির আওতায় প্রশিক্ষণের জন্য তাদেরকে বিদেশ পাঠানোর উদ্যোগ নেওয়া হয়েছে বলে জানা গেছে। জনগণের টাকা খরচ করে এ ধরনের সফরের যৌক্তিকতা নিয়ে ইতোমধ্যে প্রশ্ন উঠেছে।
দ্য বিজনেস স্ট্যান্ডার্ড এক প্রতিবেদনে এ তথ্য জানিয়েছে। খবরে ডিপিই ও পরিকল্পনা কমিশন সূত্রে জানানো হয়েছে, সফরে গিয়ে কর্মকর্তারা এ ধরনের প্রকল্পের জন্য বাজার থেকে কীভাবে দ্রব্যাদি ক্রয় করা হয়, খিচুড়ি রান্নার নিয়ম এবং তা বিতরণের উপায় সম্পর্কে ধারণা নেবেন। প্রাথমিক ও গণশিক্ষা মন্ত্রণালয়, ডিপিই, পরিকল্পনা কমিশন এবং বাস্তবায়ন, পরিবীক্ষণ ও মূল্যায়ন বিভাগের কর্মকর্তারা পাঁচ বছরের মধ্যে এই সফরের সুযোগ পাবেন।
ওই প্রকল্পের পরিচালক এবং ডিপিই কর্মকর্তা রুহুল আমিন খান বলেন, পাঁচ বছরে এক হাজার কর্মকর্তাকে বিদেশ পাঠানোর প্রস্তাব করা হয়েছে। এর মাধ্যমে কীভাবে খিচুড়ি রান্না করতে হয় এবং তা শিক্ষার্থীদের মধ্যে বিতরণ করা হয় সে বিষয়ে তারা ধারণা নিতে পারবেন। এ কর্মসূচির আওতায় সারা দেশে শিক্ষার্থীদের মধ্যে রান্না করা খাবার বিতরণ করা হবে। এজন্য বিদেশি প্রশিক্ষণ প্রয়োজন বলে জানান তিনি।
জানা গেছে, ডিপিই প্রাথমিকভাবে বিদেশ যাত্রার জন্য পাঁচ কোটি টাকা চেয়েছে। এছাড়া দেশেই প্রশিক্ষণের জন্য আরও ১০ কোটি টাকা চাওয়া হয়েছে। প্রস্তাবিত এই রান্না করা খাবার বিতরণ কর্মসূচির জন্য ব্যয় ধরা হয়েছে ১৯ হাজার ২৮৩ কোটি টাকা। এর আওতায় পাঁচ বছর ধরে প্রায় এক কোটি ৪৮ লাখ শিক্ষার্থীকে পুষ্টিকর বিস্কুট ও রান্না করা খিচুড়ি দেওয়া হবে। ৫০৯টি উপজেলার শিক্ষার্থীরা এ খাবার পাবে।
তবে পরিকল্পনা কমিশন এই প্রকল্প থেকে বিদেশ যাত্রা বাতিল করার কথা বলেছে। এছাড়া দেশেও এ ধরনের প্রশিক্ষণের বিষয়ে যৌক্তিকতা কি জানতে চেয়েছে। কমিশন জানিয়েছে, প্রাথমিক বিদ্যালয়ে এ ধরনের খাবার বিতরণ নতুন নয়। ডিপিই দীর্ঘদিন ধরে এ ধরনের কর্মসূচি বাস্তবায়ন করছে।
তবে এ বিষয়ে রুহুল আমিন খান বলেন, গত বছরের ভারতের কয়েকটি স্কুল তারা পরিদর্শন করেন এবং সেখানে কীভাবে খাবার রান্না হয় সে বিষয়টি প্রত্যক্ষ করেছেন। আরও কর্মকর্তাকে এ ধরনের অভিজ্ঞতা অর্জনের সুযোগ দিতে চান বলে তিনি জানিয়েছেন। অবশ্য আগামীতে কোন দেশ তারা ভ্রমণ করবেন সে বিষয়ে এখনো সিদ্ধান্ত হয়নি। প্রকল্প পাস হলে এ বিষয়ে সিদ্ধান্ত নেওয়া হবে বলে তিনি জানান।
এদিকে পরিকল্পনা কমিশন প্রকল্পের আরও কিছু অপ্রয়োজনীয় খরচ চিহ্নিত করেছে। সূত্র জানায়, এ প্রকল্পে সামাজিক সংহতির জন্য সাড়ে সাত কোটি ও পরামর্শকের জন্য ছয় কোটি টাকা ব্যয়ের প্রস্তাব করা হয়েছে। এছাড়া আট লাখ টাকা দিয়ে একটি এসি ও দুই কোটি টাকা দিয়ে ফার্নিচার ক্রয়ের বিষয়েও আপত্তি তুলেছে। মিটিং, সেমিনার ও ওয়ার্কশপের জন্য আরও পাঁচ কোটি টাকা চেয়েছে ডিপিই।
ওই প্রকল্পের আওতায় ১৭ হাজার ১৮৬ কোটি টাকা খাবার ক্রয়ের জন্য বরাদ্দ রাখার প্রস্তাব করা হয়েছে। এছাড়া খাবার সরবরাহের জন্য ১৭ কোটি এবং প্লেট কেনার জন্য ১১৩ কোটি ৫৪ লাখ টাকা বরাদ্দ রাখার কথা বলা হয়েছে। এই ব্যয় মূল্যায়ন ছাড়াই কমানো সম্ভব বলে মনে করছে পরিকল্পনা কমিশন।
প্রস্তাবিত এই প্রকল্পের আওতায় এসইউভি ও ছয়টি মাইক্রোবাস কিনতে সাড়ে তিন কোটি টাকা ব্যয় করেত চায় ডিপিই। এছাড়া গাড়ি রক্ষণাবেক্ষণের জন্য দেড় কোটি, জ্বালানি তেল ও লুব্রিকেন্টের জন্য ৬০ লাখ এবং যাতায়াতের জন্য ২০ লাখ টাকা চেয়েছে। পরিবহন সংক্রান্ত এই ব্যয়েরও যৌক্তিক ব্যাখ্যা চেয়েছে পরিকল্পনা কমিশন। এর পাশাপাশি পরিদর্শন ও মূল্যায়নের জন্য আরও পাঁচ কোটি টাকা চেয়েছে ডিপিই।
এ বিষয়ে পরিকল্পনা কমিশনের আর্থ-সামাজিক অবকাঠামো বিভাগের প্রধান স্বপন কুমার ঘোষ বলেন, এই প্রকল্পের আওতায় বিদেশ ভ্রমণের কোনো যৌক্তিকতা নেই। এছাড়া প্রধানমন্ত্রী শেখ হাসিনা এখন সব ধরনের বিদেশ সফর বন্ধ রাখার নির্দেশ দিয়েছেন। সবকিছু খতিয়ে দেখে এই প্রকল্পের অনুমোদন দেওয়া হবে বলেও জানান তিনি।
উল্লেখ্য, স্কুল ফিডিং কর্মসূচির আওতায় এখন ১০৪ উপজেলার দরিদ্রপীড়িত এলাকায় উচ্চ পুষ্টিসমৃদ্ধ ৭৫ গ্রাম ওজনের বিস্কুট, বিতরণ করা হচ্ছে। ২০১০ সালে ৫০ কোটি টাকার ওই প্রকল্প চলতি বছরের ডিসেম্বরে শেষ হবে। এছাড়া ২০১৯ সালের সিদ্ধান্তের আলোক প্রায় চার লাখ শিক্ষার্থীকে ডিম খিচুড়ি দেওয়া হচ্ছে।
