নিজস্ব প্রতিবেদক : দুই বছর পেরিয়ে গেলেও এখন পর্যন্ত রাজধানীর পুরান ঢাকার চকবাজারের চুড়িহাট্টায় ভয়াবহ অগ্নিকাণ্ডের ঘটনার তদন্ত শেষ হয়নি। ২০১৯ সালের ২০ ফেব্রুয়ারি ওই এলাকার ওয়াহেদ ম্যানশন থেকে আশপাশে আগুন ছড়িয়ে ৭১ জনের প্রাণহানি ঘটেছিল। সেই রাতের বিভীষিকা মাথায় নিয়ে এখনো দিন কাটে ভয়াবহ এই অগ্নিকাণ্ড থেকে বেঁচে যাওয়া মানুষগুলোর।
এ দিকে, ঘটনার দুই বছর পার হলেও পুলিশ তদন্ত শেষ করতে পারেনি, চার্জশিটও দিতে পারেনি।
অন্যদিকে, জামিনে বের হয়ে ওয়াহেদ ম্যানশনের দুই মালিক সংস্কার কাজ করছেন সেই ভয়াবহ অগ্নিকাণ্ডে পুড়ে যাওয়া ভবনের। তবে এখনো বিচার ও ক্ষতিপূরণ না পাওয়ায় ক্ষুব্ধ নিহতের স্বজনরা।
চুড়িহাট্টায় ২০১৯ সালের ২০ ফেব্রুয়ারি রাতে হঠাৎ বিকট শব্দে সিলিন্ডারের বিস্ফোরণ ঘটে। এতে ওয়াহেদ ম্যানশনসহ আশপাশের ভবনে দ্রুত আগুন ছড়িয়ে পড়ে। ওই সময় ওয়াহেদ ম্যানশনে থাকা অবৈধ কেমিক্যালের কারণে আগুন ভয়াবহ আকার ধারণ করে। এই আগুনে যানজটে আটকে থাকা পিকআপ, প্রাইভেট কার, রিকশা, ঠেলাগাড়ি, মোটরসাইকেলসহ শতাধিক যানবাহন পুড়ে যায়। কিছু বুঝে ওঠার আগেই যানজটে আটকে থাকা অর্ধশতাধিক মানুষ প্রাণ হারান। নিমেষে চুড়িহাট্টা মোড় হয়ে ওঠে মৃত্যুকূপ।
আগুন লাগার ১৪ ঘণ্টা পর নিয়ন্ত্রণে এসেছিল। ওই সময় ঘটনাস্থলেই লাশ হন ৬৭ জন। পরে মৃতের সংখ্যা বেড়ে দাঁড়ায় ৭১ জনে।
এ ঘটনার পরদিন স্থানীয় বাসিন্দা মো. আসিফ চকবাজার থানায় মামলা করেন। মামলায় ওয়াহেদ ম্যানশনের দুই মালি মো. হাসান ও সোহেল ওরফে শহীদসহ অজ্ঞাত আরও ১০ থেকে ১২ জনকে আসামি করা হয়। পরে ওই বছরের ৭ এপ্রিল হাসান ও শহীদকে গ্রেপ্তার করে পুলিশ। পরবর্তীকালে অবশ্য তারা জামিনে মুক্তি পান।
এ দিকে, ভয়াবহ এই অগ্নিকাণ্ডের ঘটনায় দায়ী কেমিক্যাল গোডাউনের (গুদাম) মালিকদের দুই বছরেও শনাক্ত করতে পারেনি পুলিশ। পুলিশ বলছে, ভুল নাম-ঠিকানা দিয়ে চুড়িহাট্টার হাজি ওয়াহেদ ম্যানশন ভাড়া নিয়ে কেমিক্যালের গোডাউন স্থাপন করা হয়েছিল। সঠিক নাম-ঠিকানা না পাওয়ায় তদন্ত শেষ করা যায়নি। তাই অভিযোগপত্রও জমা দেওয়া সম্ভব হয়নি। যাদের গাফিলতিতে এমন ভয়াবহ ঘটনা ঘটেছে তাদের বিচার হবে কি না তা নিয়ে সংশয় প্রকাশ করেছেন ভুক্তভোগী পরিবারগুলো। তাদের মধ্যে হতাশাও বিরাজ করছে।
এর আগে ২০১০ সালের ৩ জুন পুরান ঢাকার নিমতলীতে কেমিক্যালের গুদামে ভয়াবহ আগুনের ঘটনা ঘটে। ওই ঘটনায় ১২৪ জনের মৃত্যু হয়। বারবার ভয়াবহ দুর্ঘটনার পরও তেমন বদলায়নি পুরান ঢাকার দৃশ্যপট। ঘনবসতিপূর্ণ আর ঘিঞ্জি এলাকার অনেক বাসাবাড়ির নিচে এখনো ঝুঁকিপূর্ণভাবে নানা ধরনের কেমিক্যাল সামগ্রি তৈরি করা হচ্ছে।
এখনো অনেক বাসার নিচে গুদামও রয়েছে। অনেকেই বলছেন, দ্রুত দৃশ্যপট না বদলালে হয়তো বারবার এমন কঠিন পরিস্থিতির মুখোমুখি হতে হবে। ২০১৯ সালের চকবাজারে অগ্নিকাণ্ডের পর পুরান ঢাকার বিভিন্ন অংশ থেকে রাসায়নিকের গুদাম ও কারখানা সরানোর দাবি নতুন করে আলোচনায় আসে। সরকারের বিভিন্ন মন্ত্রণালয় ও সংস্থা থেকে কয়েকটি তদন্ত কমিটিও গঠন করা হয়।
কমিটিগুলোর সুপারিশের মধ্যে রয়েছে- আবাসিক এলাকা থেকে গুদাম ও কারখানা সরিয়ে নেওয়া এবং অনুমোদনহীন কারখানার বিরুদ্ধে আইনগত ব্যবস্থা নেওয়া। কিন্তু সব সময় প্রধান বাধা আসে স্থানীয় ব্যবসায়ীদের পক্ষ থেকেই। নানা যুক্তি দেখিয়ে তারা সেখান থেকে কারখানা সরাতে চান না।
