কাওরাইদ স্বাস্থ্য ও পরিবার কল্যাণ কেন্দ্রটির ডাক্তার নিয়োগ দেওয়া থাকলেও কোনো কর্মকর্তা কর্মচারী এখানে আসেন না। এতে ব্যাহত হচ্ছে গর্ভবতী মায়েদের স্বাস্থ্য সুরক্ষাসহ গ্রামীণ শিশু ও নারীদের চিকিৎসা সেবা কার্যক্রম।
শ্রীপুর উপজেলার কাওরাইদে ১৯৮২ সালে ইউনিয়ন স্বাস্থ্য ও পরিবার কল্যাণ কেন্দ্রটি নির্মিত হয়। এর কিছুদিন পরেই কর্মকর্তা-কর্মচারীরা বদলি হয়ে যান। এতে জনবল শূন্য হয়ে পড়ে স্বাস্থ্যকেন্দ্রটি। বর্তমানে স্বাস্থ্যকেন্দ্রে শুধুমাত্র পরিদর্শক ছাড়া আর কেউ আসেন না। তিনিও মাত্র ঘণ্টাখানেক সময় থেকে আবার তালা দিয়ে চলে যান। ফলে চরম ভোগান্তিতে পড়তে হচ্ছে এর আশপাশ ও দূরদূরান্ত থেকে চিকিৎসা নিতে আসা লোকজনকে।
সরেজমিনে গিয়ে দেখা যায়, কাওরাইদ স্বাস্থ্য ও পরিবার কল্যাণ কেন্দ্রের পরিত্যক্ত ভবনের ভেতরে গরু-ছাগলের বসবাস, রুমের ভেতরে লাকড়ি আর পাতার বস্তা দিয়ে ভরে রেখেছে এলাকার লোকজন। স্বাস্থ্য ও পরিবার কল্যাণ কেন্দ্রের সকল আসবাপত্র ভেঙে পরিত্যাক্ত অবস্থায় রয়েছে।
এ বিষয়ে জানতে চাইলে অফিস সহায়ক আনিছুর রহমান বলেন, আমি এখানে পিওনের কাজ করি, এর বেশি কিছু বলতে পারব না। আমার ওপরের কর্মকর্তা রয়েছেন, এ ব্যাপারে তারা ভালো বলতে পারবেন।
এদিকে স্থানীয়রা জানান, দীর্ঘদিন ধরেই অচল অবস্থায় রয়েছে স্বাস্থ্য ও পরিবার কল্যাণ কেন্দ্রটি। সন্ধ্যা হলে এখানে মাদক সেবনকারীদের আড্ডা চলে। মাদক বিক্রি থেকে শুরু করে নানা অপকর্ম হয় স্বাস্থ্য ও পরিবার কল্যাণ কেন্দ্রের ভেতরে। কেউ কিছু বলারও সাহস পায় না। তবে প্রশাসনের লোক যদি ব্যবস্থা নিতো তাহলে মাদক সেবীদের উৎপাত কমে যেত। আমরাও শান্তিতে বসবাস করতে পারতাম।
এ বিষয়ে ডাক্তার ফজলুল হক বলেন, আমি কাজ করি শ্রীপুর উপজেলা স্বাস্থ্য কমপ্লেক্সে। কাওরাইদ স্বাস্থ্য ও পরিবার কল্যাণ কেন্দ্রের ডাক্তার ছিলেন তিনি অসুস্থতার কারণে আসতে পারছে না। কিন্তু স্বাস্থ্য ও পরিবার কল্যাণ কেন্দ্রের ভিতরে রাতে জুয়া, ইয়াবা, গাঁজা সেবনের মতো অপরাধমূলক কর্মকাণ্ড হয় তা জানা ছিল না।
শ্রীপুর উপজেলার স্বাস্থ্য ও পরিবার পরিকল্পনা কর্মকর্তা ডা.ময়নুল হক জানান,ঊর্ধ্বতন কর্মকর্তার সঙ্গে কথা বলে প্রয়োজনীয় ব্যবস্থাগ্রহণ করা হবে।
