করোনাভাইরাসের সংক্রমণ ও মৃত্যু বৃদ্ধির মুখে সরকার দ্বিতীয় দফায় লকডাউন জারি করলেও কোনো উন্নয়ন প্রকল্পের কাজ বন্ধ থাকছে না। এখন সরকারের প্রধান দায়িত্ব মানুষকে সুরক্ষা দেয়া। ফলে সরকারের মনোযোগে উন্নয়ন প্রথম থেকে দ্বিতীয় ধাপে নেমে যাবে।
রোববার (১১ এপ্রিল) দুপুরে আলাপচারিতায় এসব কথা বলেন পরিকল্পনামন্ত্রী এম এ মান্নান। এক মাসের বিদেশ সফর শেষে সম্প্রতি তিনি দেশে ফিরেছেন। দেশে ফিরেই বাসায় থেকে করছেন মন্ত্রণালয়ের কাজ।
পরিকল্পনামন্ত্রী বলেন, ‘এই মুহূর্তে সরকার ও প্রধানমন্ত্রীর প্রধান দায়িত্ব মানুষকে সুরক্ষা দেয়া। এই সরকার সবচেয়ে উন্নয়নবান্ধব সরকার এবং ভয়ঙ্কর রকমের একটা উন্নয়নের গতি তুলে এনেছিল। কিন্তু নিঃসন্দেহে এই মুহূর্তে মানুষ বাঁচানোর প্রয়োজনে মনোযোগের দিক থেকে স্বাভাবিকভাবে উন্নয়ন প্রথম ধাপ থেকে দ্বিতীয় ধাপে নেমে যাবে। তবে এটুকু বলতে পারি, আমরা দুটি কাজই করবো।’
তিনি বলেন, ‘আমরা অবহেলা করবো না কাউকে। আমরা সর্বশক্তি দিয়ে করোনাকে মোকাবিলা করবো। দ্বিতীয় শক্তি দিয়ে করবো আমরা উন্নয়নকে যাতে উন্নয়নের গতিবিধি ফল না করে, সেদিকে আমাদের সার্বিক প্রচেষ্টা অব্যাহত থাকবে, নজরদারি থাকবে। আমার এখানে (পরিকল্পনা মন্ত্রণালয়) আমি দেখবো, যাতে কোনো ডিলে না হয়।’
দেশের চলমান উন্নয়ন কাজ কোথাও বন্ধ থাকবে না বলেও জানান এম এ মান্নান। তিনি বলেন, ‘আগে বন্ধ থাকার কারণ যেটা ছিল, তখন অনেক শ্রমিক চলে গিয়েছিল। বিদেশি কিছু বিশেষজ্ঞ দেশে গিয়ে অনেকে ফিরে আসেননি। তখন উন্নয়ন বাধাপ্রাপ্ত হয়েছিল। একদম বন্ধ হয়নি কিছুই। গতি কোনো কোনো ক্ষেত্রে ৫ থেকে ৭ ভাগে নেমে গিয়েছিল। এখন তো পিকআপ (বৃদ্ধি) করছিলাম আমরা। দ্বিতীয় ধাক্কায় আবার কিছুটা বাধাপ্রাপ্ত হয়েছে। এখনও আগের পর্যায়ে বাধা আসেনি। এখনও মোটামুটি স্পিড আছে। আমরা এটাকে ধরে রাখার চেষ্টা করবো। কিন্তু কাজ কোথাও বন্ধ হবে না।’
তবে নতুন প্রকল্প যেগুলো পাস হয়েছে মাত্র, তাদের মাঠে নামতে আগের তুলনায় একটু দেরি হতে পারে। কিন্তু চলমান প্রকল্পগুলো চলতেই থাকবে বলেও জানিয়েছেন মন্ত্রী।
