ভারতে বেশ কিছু উৎসবকে কেন্দ্র করে ভোজ্যতেলের চাহিদা বেড়েছে। বেড়েছে দামও। এরইমধ্যে সরকারি এক প্রজ্ঞাপনের মাধ্যমে শুল্ক হ্রাসের ঘোষণাও দেওয়া হয়েছে। শুল্ক হ্রাসের সিদ্ধান্তে ভারতে ভোজ্যতেলের দাম কমে আসতে পারে বলে জানিয়েছেন বাজারসংশ্লিষ্টরা। পাশাপাশি ভোজ্যতেলের ব্যবহার ও আমদানি বৃদ্ধির সম্ভাবনাও তৈরি হয়েছে।
প্রজ্ঞাপনে জানানো হয়, অপরিশোধিত পাম অয়েলের আমদানি শুল্ক ১০ থেকে কমিয়ে ২ দশমিক ৫ শতাংশে নিয়ে আসা হয়েছে। অপরিশোধিত সয়াবিন তেল ও অপরিশোধিত সূর্যমুখী তেলের আমদানি শুল্ক ৭ দশমিক ৫ থেকে কমিয়ে ২ দশমিক ৫ শতাংশে নামিয়ে আনা হয়েছে। অন্যদিকে পরিশোধিত পাম অয়েল, সয়াবিন তেল ও সূর্যমুখী তেলের আমদানি শুল্ক ৩৭ দশমিক ৫ থেকে কমিয়ে ৩২ দশমিক ৫ শতাংশে নামিয়ে আনা হয়েছে।
বাণিজ্যিক ফার্ম জিজি প্যাটেল ও নিখিল রিসার্চ কোম্পানির ব্যবস্থাপনা পরিচালক গোবিন্দভাই প্যাটেল বলেন, ভারতে বেশকিছু উৎসবকে কেন্দ্র করে ভোজ্যতেলের চাহিদা বাড়ছে। ঠিক এমন সময় ভোজ্যতেলের আমদানি শুল্ক হ্রাস করায় স্থানীয় বাজারে দাম অনেকটাই কমে আসতে পারে।
সলভেন্ট এক্সট্রাক্টরস অ্যাসোসিয়েশন অব ইন্ডিয়ার নির্বাহী পরিচালক বিভি মেহতা বলেন, নয়াদিল্লি পাম অয়েল, সয়াবিন তেল ও সূর্যমুখী তেলের আমদানি শুল্ক কমালেও সরিষার তেলের আমদানি শুল্ক ৩৮ দশমিক ৫ শতাংশে অপরিবর্তিত রেখেছে। এক বছরের ব্যবধানে স্থানীয় বাজারে সরিষার তেলের দাম দ্বিগুণ বেড়েছে। ফলে এ ভোজ্যতেলের আমদানি শুল্ক কমানো প্রয়োজন।
মেহতা বলেন, চলতি বিপণন মৌসুমে ভারতে ভোজ্যতেল আমদানি কমে ১ কোটি ৩১ লাখ টনে নেমে আসতে পারে। এটি হবে ছয় বছরের সর্বনিম্ন আমদানি। গত মৌসুমে আমদানির পরিমাণ ছিল ১ কোটি ৩২ লাখ টন।
চাহিদার দুই-তৃতীয়াংশ ভোজ্যতেলই আমদানি করে ভারত। কয়েক মাস ধরে দেশটির ভোজ্যতেলের বাজার অস্থিতিশীল। অব্যাহত মূল্যবৃদ্ধি রোধে সব ধরনের তৎপরতা চালাচ্ছে দেশটি। এরই অংশ হিসেবে আমদানি শুল্ক হ্রাসের সিদ্ধান্ত নেওয়া হয়েছে।
বিশ্বের শীর্ষ পাম অয়েল উৎপাদনকারী দেশ ইন্দোনেশিয়া ও মালয়েশিয়া। দেশ দুটি থেকেই সবচেয়ে বেশি পাম অয়েল আমদানি করে ভারত। এছাড়া সয়াবিন ও সূর্যমুখীসহ অন্যান্য ভোজ্যতেল আর্জেন্টিনা, ব্রাজিল, ইউক্রেন ও রাশিয়া থেকে আমদানি করা হয়। তথ্যসূত্র: টাইম অব ইন্ডিয়া, বিজনেস রেকর্ডার ও রয়টার্স।
